i think that most people are getting this css thing a little mixed up, its not that css does what others can't do, its just that for a long time sites designed with css were often plain and square. the zengarden was really a challenge for designers to break css out of the box and make sites more beautiful to look at.
since i found that site, i basically became obsessed with making all my sites using xhtml and css

CSS Positioning "SUCKS"!

Don't go overboard with CSS, especially when it comes to "positioning" ...

CSS allowed "coders" to get back into the site builder's game, however, chances are that any site built by a "coder" will look like, well, it was built by a coder.
