Sorry, i dont understand really what you want. Can you describe more detailed or post a photo with details you want to "neaten"?

Hi angelos69 =)

As JennySummer says it's really tricky to advise
on what tools you'll need to clean up your image
without seeing what artifacts you're dealing with.

Is it grain or compression artifacts or dust and scratches?

If you can post an example it'll be a lot easier to get you
the correct tools for the job.

Knowing a couple of Photoshop experts they all agree that if you master the tools that come with the program you won't need plugins except for effects, and most of these can be done without plugins.
I think some times we look for a plugin to do all the work at the push of a button and they don't really exist.
Try learning the program well and I'm sure you will achieve better results.
Youtube has some good tutorials.

True once you learn how to work Photoshop you can create just as many effects as any plug in could. And you can make them more precise than what you would be able to in a plugin.

You have more control over the effect and brushes as well can help make certain looks that say Machine Wash plug in can do. I got the plug in because I am lazy....but actually you can do it all with Photoshop without any plugins.

Sorry, but if you mean it generally i can not agree.
I was beginning with Aldus Photostyler (before Adobe aquired the soft and convert it to its own photoshop). Since this time i am collecting photoshop plugins, especially for special effects. And i only can say, there are hundreds of things you can not do with photoshop alone.
Just take in mind the positron efx genesis... There is absolutely no way to create such effects with photoshop.
