Steinberg wavelab with Waves plugins is perfect for restoration, but needs some sound engineering knowledge.

If you have premiere pro, there are also some good audio processing tools, e.g. a denoiser.

For your recordings you'll probably need:

1. a HighCutFilter (HCF) and a LowCutFilter (LCF)

2. a Denoiser (analog devices are mostly better, but Waves' plugins are also good)
3. a parametric EQ with three or more bands

And, of course, you want to buy a 100+$ condenser microphone for your future recordings.

I like audition too. The noise fliter is powerful and easy to use. Check the help and you should be able to figure out. It integrates with Premire Pro well too.
