I also love the reflections and the broken windows.

I would suggest some smoke and/or a big hole. A broken/destroyed clock.
The street sign is too blue. The gargoyles are too small. Maybe destoyed ones.
A destroyed roof. A estroyed balustrade. Not Rathaus but Irrenhaus/mental institution would make it more scary...

I am envious for the work you did.
